Sharing knowledge and the role universities can play in development through a2k, ICT4D & k4D - Master's Thesis
Universities can play a role in development through sharing their most central resource - knowledge, technical assistance to maintain network stability with low-resource partners and upon these foundations forge strong and equitable research partnerships with equal access to knowledge for both partners.
Since all of these are fairly recent terms, definitions may vary and perhaps are not final. Here are my working definitions followed by links to further information.
Access to knowledge refers to the movement to make available the world's public
knowledge resources through an open access approach to publishing.

ICT4D represents internet policy in development, overcoming the digital divide, addressing telecommunications infrastructure, funding and policy issues as well as technical assistance for establishing internet connectivity in order to make available the internet as a development resource. It includes establishing passive access to this resource as well as the opportunite to contribute and create web content.

Knowledge for Development recognizes knowledge itself as a resource for development. It is concerned with various aspects of knowledge creation and application, including intellectual property legal environments, the network society, knowledge resources, commercialization, science and technology, the knowledge economy etc.
